Q1. Definition of antisemitism

Q1a. Since you responded to our last request on 18th October 2019, we understand that the International Holocaust Remembrance Alliance Definition of Antisemitism (‘IHRA Definition’) was adopted by Scarborough Borough Council on 4th January 2021. It is not clear from the minutes if adoption included the illustrative examples. See antisemitism.org/definition for more information about the IHRA Definition and the IHRA statement on the integrality of the examples.

Kindly confirm the above date of adoption is correct and confirm if adoption included the illustrative examples.

Q1b. Since adoption by the Council, please confirm if any motions amending or rejecting adoption have been passed or defeated by the Council?

Q1c If your answer to Q1b is yes, kindly confirm what was amended the date of amendment/rejection and a copy/working link to the motion/minutes amending or rejecting adoption.

RESPONSE

I can confirm that the precise text of the motion adopted by full Council on 4 January 2021 is:

International Holocaust Remembrance Alliance (IHRA) definition of Antisemitism

Antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities. We the undersigned ask that our council adopts the above without delay. The definition should be interpreted to cover all forms of persecution carried out since 1933, not exclusively the atrocities carried out against the Jewish communities around Europe. Recent conflicts in Syria, Rwanda, Darfur, Iraq and Yemen show that the lessons that should have been learnt since the Second World War have not been. We need to show all of our diverse communities that they are valued and deserve respect. The text refers to further examples of antisemitism outside Europe.
