Street naming and numbering

On 1 April the single new council for North Yorkshire launched replacing Scarborough Borough Council and other local authorites in North Yorkshire.

The appropriate naming and numbering of streets and buildings within the Scarborough borough is a statutory function of Scarborough Borough Council, and is covered by sections 64 and 65 of the Towns Improvement Clauses Act 1847 and, sections 17-19 of the Public Health Act 1925. The Council is the only organisation with the authority to name and number new streets and properties within our borough.

What we do

Scarborough Borough Council has a number of responsibilities for naming and numbering streets and properties, including:

  • assigning street names to new and existing streets
  • assigning property numbers to new and existing properties
  • assigning property names to new and existing properties
  • maintaining the definitive record - the LLPG (Local Land and Property Gazeetteer) - of all street names and property addresses.

We advise all our customers to consult our 'Naming and Numbering Policy' document prior to the submission of an application because it sets out the correct procedures and rules for our naming and numbering processes.

Why?

The appropriate naming and numbering of streets and buildings is vitally important to ensure that properties can be located quickly and efficiently by emergency services and postal services in order to prevent occupiers experiencing problems.

When to apply

Applications for naming and numbering functions should be made by individuals or developers who are:

  • building new houses, commercial or industrial premises
  • undertaking conversions of existing residential, commercial or industrial premises which will result in the creation of new properties or premises
  • wanting to add or change a property name or address
  • wanting to confirm the correct address of a property.

Applications for new addresses should be submitted as soon as possible after permission for the proposal has been granted. This is important as utility companies are often reluctant to install services where an official address has not benn allocated. Anyone experiencing issues with their address should contact us for advice on how to resolve the problem. 

Please note:

The Council is the only organisation with the authority to name and number new streets and properties. Therefore please be mindful of other online providers claiming to offer this service.

Paper applications for naming and numbering can be made by completing the forms available to download at the bottom of this page. A site location and a layout plan should be attached with the form. The completed form should be sent to Planning Services, Scarborough Borough Council, Town Hall, St Nicholas Street, Scarborough, YO11 2HG or by email to planning.services@scarborough.gov.uk

These charges are not subject to VAT. Payment can be made by cheque, cash, debit/credit card or electronic payment. Cheques should be made payable to Scarborough Borough Council and sent with the application form.
