Permit zone rules
- For short stays a disc can be used for limited stays of 1 or 3 hours in disc zones.
- Permits will be valid in bays where the zone identifier W is present. These are the 3 hour disc bays and permit holder only streets.
- Permits issued where the property is in a 1 hour disc zone are valid where zone identifier W is present, but not in the 1 hour zone.
- No permits are available for the pay and display streets.
Residents' parking permits
Available to vehicle owners residing within Whitby’s Controlled Parking Zone (CPZ).
Allow parking in the 2 hour disc and permit holder only parking area. They are not valid in the 1 hour or Pay and Display Streets.
Permits cost:
- £30 for the first permit
- £30 for the second permit
- £30 for the third and any additional permits
Free to Blue Badge holders, persons receiving disability benefit, income support, guaranteed pension credit , job seekers allowance, employment and support allowance.
To apply for a permit
Apply online >You need to complete an application and provide ONE each of the following:

Proof of vehicle
- Vehicle registration document in your name and current address.
- Certificate of Motor Insurance or cover note – showing your vehicle details with name and current address.
- Garage Bill of Sale – showing vehicle
- details, name & current address. (within last 3 months).
- Company letter confirming you are the user of the vehicle and insured to drive the vehicle.
- Hire/lease agreement/letter confirming you are the user of the vehicle &insured to drive it.

Resident visitors' parking scratch cards
Resident Visitors’ parking permits are available to any residential property within Whitby’s Controlled Parking Zone (CPZ).
Residents’ visitor parking permits allow parking in the 2 hour disc and permit holder only parking areas.
A one day visitor scratch cards will allow any visitors to your property to park all day with a correctly validated scratch card on display within their vehicle until 10am the following day.
In any one calendar year a Household can have up to 50 scratch cards. These scratch cards cost 20 pence each.

- Bank or building society statement (dated within last 3 months).

Business parking permits
Buy or renew a permit >Business Parking permits are available to business properties within Whitby’s Controlled Parking Zone (CPZ).
Annual charges are:
- 1st permit and any subsequent permits £125
A business within the disc parking zone in Whitby may apply for 1 business permit by right.
A permit will allow you to park unlimited in the zone where your business is situated.
The permit is transferable between vehicles.
If you need additional permits please enclose a letter with your aplpication form. Additional permits would only be issued to businesses that can demonstrate an operational requirement for those permits.
A permit is not simply to facilitate the journey to and from work.
Trade parking permits
Annual charges are:
- 1st and any subsequent permits £45 each
You need to complete an application and provide a copy of a Self-Assessment Tax form and Business Invoice or a VAT Registered Invoice

Please note if you currently hold a tradesman's permit valid for use in the Scarborough Disc Zones that these permits will also be valid in the Whitby CPZ.

The permit does not have a vehicle registration number assigned to it and can therefore be transferred between vehicles, which are attached to the business.
Tradesman's permits are for use for business purposes only. They are not to be used for personal or residential purposes.
A Trades Permit will allow you to park unrestricted in the 3 hour zone in Whitby while working at a property. It will also allow you to park in the 2 and 3 hour disc zones in Scarborough if you are working at a property within those zones. The Tradesman’s Permit is not valid in the 1 hour zones, permit holder only zones or in the Pay and Display Street in Whitby or Scarborough.
Holiday accommodation scratch cards
Holiday accommodation scratch cards are available to holiday accommodation providers within Whitby’s Controlled Parking Zone (CPZ).
Holiday accommodation scratch cards allow parking in the 2 hour disc and permit holder only parking areas.
Allows guests visiting the area and staying in accommodation to park in the zone with a correctly validated scratch card for up to four days.
- 2-day cards are £1 each
- 4-day cards are £2 each
Hoteliers and guest house proprietors can obtain these cards upon submission of business stationery showing company/VAT registration number.
Important Information regarding sale of scratch cards
- Do not blank out or otherwise cover the face value of the card.
- If you add a charge to the original cost of the card, make that clear to purchasers in advance.
- If you advertise the cards on your website, display any additional charges clearly on the site.
- Do not sell cards to anyone who is not a guest in your holiday accommodation.
Medical permits
Please note if you currently hold Special Carer Permit or Health Emergency Bade valid for use in the Scarborough Disc Zones that these permits will also be valid in the Whitby CPZ.
Special carer permit
Special carer permits are available to mobile carers within Whitby’s Controlled Parking Zone (CPZ).
In order to obtain a permit you will need to provide a letter from your employer proving you are a mobile care worker. The application should also include a copy of the vehicle insurance showing that thevehicle is insured for business use, these permits are only for parking whilst out providing care. They are not valid for parking at your place of work.
Special carer permits allow parking in the 2 hour disc and permit holder only parking areas.
Health Emergency Badge (HEB).
The Health Emergency Badge allows Doctors, qualified nurses and dentists to park their vehicle within Whitby’s Controlled Parking Zone (CPZ) area when attending an emergency patient.
HEB’s are issued free of charge to qualifying Medical Professionals. In order to qualify a letter from the Doctor’s Surgery or from the NHS Trust confirming the need for medical staff to be mobile or may be required to attend medical emergencies. The application should also include a copy of the vehicle insurance showing that the vehicle is insured for business use.
These permits are not to be used for parking at home or to facilitate parking and journeys to and from work.

Carers' permits are available to residents requiring care within Whitby’s Controlled Parking Zone.
Carers permits allow parking in the 2 hour disc and permit holder only parking areas. In order to qualify for a permit you will need to provide a letter from your Doctor giving proof that the Resident is requiring substantial and regular care.
These permits are only valid whilst visiting the property and not to park for other purposes such as working or shopping.
Garage permit
Garage permits are available to repair garages within Whitby’s Controlled Parking Zone (CPZ) with no off street parking available to them. This is to help accommodate vehicle left for servicing/repair or whilst waiting collection from the owner.
They are not for use by staff from the garage and misuse may result in their withdrawal.
The garage permits allow parking in the 2 hour disc and permit holder only parking areas.
Garage permits cost £30 each for 1 year.
Garages can obtain these cards upon submission of business stationery showing company/VAT registration number.
