Draft Hackney Carriage & Private Hire Policy 2021 – Customer Research Consultation

When the current taxi and private hire policy was introduced in 2017, it stated that a formal review of the policy statement would be conducted within five years.  The policy is now due for that formal review for implementation by the 1st of February 2022. It is proposed that this policy comes into force as soon as its due process is complete after full consultation with the trade, all interested parties, public and our neighbouring councils in North Yorkshire.  In January 2017, we published a policy that set out the our approach to Hackney Carriage and private hire licensing. This policy formed the basis of the taxi and private hire licensing service.

We are striving to improve this policy in line with the statutory taxi and private hire licensing document published on the 21st of July 2020 by the Minister for Transport and in conjunction with consultation of the trade of all interested bodies including the public and our neighbouring authorities.

This newly proposed policy will bring significant improvement in the regulation of the taxi and private hire trade. It will ensure that drivers, vehicles, and operators are of the highest standard.

The current policy continues to be applied and performance is monitored and updated policy requirements have been identified.
