Building Control - North Yorkshire Building Control Partnership

From 1 April 2008 the Council’s Building Control Service has been provided by the North Yorkshire Building Control Partnership.

The Partnership is responsible for ensuring that buildings are properly designed and constructed so as to ensure health, safety, welfare and convenience of people using them. 

All buildings should comply with current Building regulations.  The Partnership inspect plans for new buildings to check compliance with regulations and periodically inspect the site during construction to ensure approved plans are adhered to.

The Partnership is able to offer you a service that is tailored to meet your needs whether you are a domestic householder or a national company wanting to build in the Borough of Scarborough. 

 

We provide an independent Building Regulation assessment service which outlines the minimum standards of construction.  Our extensive knowledge of materials, construction methods and local conditions are available to you at the design stage, before you submit plans and at all stages of construction.  We provide rapid plan decisions, fast site inspection responses and free advice.

 

For larger and more complex projects we offer a Development Team Approach, integrating associated Local Authority services such as Development Control and Highways giving you a ‘seamless’ approach and featuring a single officer contact if required.

 

We understand that every development large or small may have its own difficulties or particular needs and we endeavour to identify and address potential building regulation difficulties at the earliest possible stage in your construction programme.

 

In order to enhance the service we provide we have adopted the Local Authority Building Control Partnering initiative.  This scheme allows developers to deal locally and obtain building regulation approvals for developments throughout England and Wales. In the case of some forms of development it is possible to use an approved inspector (private sector building control body).  If you are thinking of doing this we would be please to give you details of our service so that you may compare levels of service, quality and costs.

 


Making an Application

 

Acceptable safety levels and construction standards are set out as guidance within booklets referred to as Approved Documents. If you choose to follow the detailed guidance within the Approved Documents this is usually considered as evidence that the regulations have been complied with. Alternative ways of achieving the same standard, level of safety, or accessibility, may also be acceptable. This flexible approach means that the building regulations are adaptable, and allow innovative design in order to satisfy the demands of individual customers.

 

Some buildings and minor works  are exempt from building regulation control. This is generally because they are buildings controlled by other legislation or are not normally occupied.  Full Plans, Building Notice and Regularisation Certificate application forms are available from the links below or at the North Yorkshire Building Control Partnership offices.

Although our main function is the delivery of a statutory building regulation service, we also provide a number of other services related to building standards and public safety which include:

Construction (Design and Management) Regulations 2007 - Essential Information (CDM 2007)

Clients, designers, contractors and others invloved with construction work all have duties under the Construction (Design and Management) Regulations 2007 (CDM 2007).  These regulations help ensure that a construction project is safe to build, safe to use and safe to maintain
