Street collection permits
Whilst we need to encourage and support people who wish to
collect for charity there is a need to protect the community from
bogus collectors who may take advantage of people's
generosity.
Therefore it is important that before you start collecting money
for a charity you contact the Licensing Authority to see
if you need a permit.
For the purpose of Street Collections we have divided the
district into areas and generally only issue permits to one charity
a day in any particular area to ensure that collections do not
clash and also to ensure that the public aren't harassed by
more than one collector.
There is no cost for the issuing of consent but there are
rules to be followed in applying. Applications should be made to
the Licensing Authority at least one month prior to the
proposed collection date, this enables the Licensing
Authority adequate time to carry out the appropriate
checks.
The purpose of the legal requirement to obtain consent is to
ensure collectors are properly authorised and that money is
collected in a secure way and the total proceeds collected are
properly accounted for.
Application Evaluation Process
Applications should be
submitted to the Licensing Authority by the first of the month
prior to the month
of collection i.e. if the
collection was on the 21 April; the application would need
submitting by the 1
March. The Local Authority may
accept applications with less notice if it is satisfied there are
special
circumstances.
In order to allow as many charities/organisations as possible an
opportunity of collection, no
charity/organisation will be
granted more than two collections per calendar year in each
locality. Each permit will be issued for no more than one week.
Localities where Permits will
be granted are:
Scarborough
Whitby
Filey
Outlying Villages
Where the Permit is for more
than one day applicants will be expected to collect on all days
specified in the application
form or contact the Council to amend their Permit in order to
allow
other collectors to apply for
these dates.
Applications for a proposed
street collection made more than 6 months in advance will not be
considered with the exception of applications for events that in
the opinion of the Head of Environmental Services justify the need
for a permit to be issued more than 6 months in advance and
national campaign weeks.
All application forms must be
accompanied by a letter from the charity or organisation being
promoted stating the
charity/organisation authorises the applicant to collect and must
include
the following information:-
- The full name and address of the
applicant stated in the application form
- The date of the proposed
collection
- The letter must be dated no more than
2 months prior to the date your application is submitted to the
Licensing Authority
- The charity must also acknowledge in the
letter that they will send the Licensing Authority a receipt of all
monies received from the collector within 1 month of the date of
the collection
Within one month after the date of any
collection the individual to whom the Permit has been
granted shall forward to the
Council:
- a Statement of Income and Expenditure
provided by the Licensing Authority (attached to theback of the
application form) showing the amount received and the expenses and
paymentsincurred in connection with such a collection. This shall
be certified by the applicant aneither an accountant or an
independent responsible person acceptable to the LicensingAuthority
who shall be a person of good standing within the community with
financial experience;
- a list of collectors; and
- a list of the amounts contained in
each collecting box and shall, if required by the Licensing
Authority, satisfy it as to the proper application of the proceeds
of the collection.

What is a Street Collection?
A Street Collection is where money is collected for the
benefit of a charity in a street or public place. It takes the form
of a Single Point Collection where only one location is designated
for that collection or a Multiple Point Collection where numerous
locations are designated for a particular collection.
Is there a fee for a Street collection?
No fee is charged for a street collection.
How do I know if my chosen time and date is
available?
You would need to contact the Licensing authority who will be
able to tell you if your chosen date and time would clash with
another collection.
How much notice do I have to give before I have a
street collection?
At least one month but no more than 6 months notice is
required.
