Planning Fees

The Payments and Enquiries area at Scarborough Town Hall

When submitting a planning application the fee will depend on the type and size of application. 

 

Fees should be paid at the same time as the application is submitted.  If there is no fee or the fee is incorrect you will be notified.

 

Payments can be made by cash, in person at the Customer First Centre, by credit/debit card over the telephone or by cheque. Cheques should be made payable to Scarborough Borough Council.

 

If you are submitting your application via the Planning Portal you can also pay online.


Calculating Fees

 

When calculating fees all floorspace should be gross and measured externally.

 

For combined applications which relate to more than one category of development (eg. a change of use and the erection of extensions) the fee is the highest fee from the relevant categories rather than the fees added together.

 

For mixed use development including the formation of residential units the fee is calculated by adding the amount payable for the number of residential units to the fee for the amount of other use floorspace.

Change of use

 

 

Applications on existing dwellings

 

Alteration to an existing dwelling £172

 

Alterations to 2 or more dwellings £339

New dwellings

 

For outline planning permissions

Where the development is 50 or fewer dwellings £385 for each dwelling

 

Where the development exceeds 50 dwellings £19,049 and an additional £115 for each dwelling up to a maximum of £250,000

 

Agricultural buildings (other than glasshouses)

 

For outline planning permissions

Where the site area does not exceed 2.5 ha £385 for each 0.1 ha of the site area

 

Where the site area exceeds 2.5 ha £9,527 and an additional £115 for each 0.1 ha subject to a maximum of £125,000

 

In other cases

Where the authorities prior approval is required for an application relating to development which involves the making of any material change in the use of any buildings or other land £80

 

Where the gross floor space created does not exceed 465m2 £80

 

Where the gross floor space exceeds 465m2 but does not exceed 540 m2 £385

 

Where the gross floor space exceeds 540m2 but does not exceed 4,215m2  £385 for the first 540m2  and an additional £385 for each 75m2 in excess of 540m2

 

Where the gross floor space created exceeds 4,215m2 £19,049 and an additional £115 for each 75m2 in excess of 4,215m2 subject to a maximum of £250,000

 

Glasshouses on agricultural land

 

Where the gross floor space created does not exceed 465m2 £80

 

Where the gross floor space created exceeds 465m2 £2,150

 

New Buildings (other than houses, agricultural buildings, glass houses, plant machinery and householder applications)

 

Where the application is for outline planning permission

Where the site area does not exceed 2.5 ha £385 for each 0.1 ha

 

Where the site area exceeds 2.5 ha £9,527 and an additional £115 for each 0.1 ha in excess of 2.5 ha subject to a maximum of £125,000

 

In other cases

Where no floor space is created £195

 

Where the gross floor space created does not exceed 40m2 £195

 

Where the gross floor space created exceeds 40m2 but does not exceed 75m2 £385

 

Where the gross floor space created exceeds 75m2 but does not exceed 3,750m2 £385 for each 75m2

 

Where the gross floor space created exceeds 3,750m2 £19,049 and an additional £115 for each 75m2 in excess of 3,750m2 subject to a maximum of £250,000

 

Plant or machinery

 

Where the site area does not exceed 5 ha £385 for each 0.1 ha

 

Where the site area exceeds 5 ha £19,049 and an additional £115 for each 0.1 ha in excess of 5 ha subject to a maximum of £250,000

 

Exploratory drilling

 

Where the site area does not exceed 7.5 ha £385 for each 0.1 ha

 

Where the site area exceeds 7.5 ha £28,750 and an additional £115 for each 0.1 ha in excess of 7.5 ha subject to a maximum of £250,000

 

All other operations

In the case of operations for the winning and working of minerals

Where the site area does not exceed 15 ha £195 for each 0.1 ha

 

Where the site area exceeds 15 ha £29,112 and an additional £115 for each 0.1 ha in excess of 15 ha subject to a maximum of £1,690

 

Change of use

 

Where the change of use is for a building to use as one or more separate dwelling houses

Where the change is for 50 or fewer dwellings £385 for each additional dwelling

 

Where the change is for more than 50 dwellings £19,049 and an additional £115 for each dwelling in excess of 50 dwellings subject to a maximum of £250,000

 

In all other cases

Where the change is for 50 or fewer dwellings £385 for each additional dwelling

 

Where the change is for more than 50 dwellings £19,049 and an additional £115 for each dwelling in excess of 50 dwellings subject to a maximum of £250,000

 

Where the change is for disposal of refuse or waste materials

Where the site area does not exceed 15 ha £195 for each 0.1 ha

 

Where the site area exceeds 15 ha £29,112 and an additional £115 for each 0.1 ha in excess of 15 ha subject to a maximum of £65,000

 

Other change of use

The making of a material change in the use of a building or land £385

 

Advertisements

 

Advertisements displayed externally on business premises, the forecourt of the business premises or other land within the curtilage of the business premises, wholly with reference to all or any of the following matters

Nature of the business or other activity carried out on the premises £110

 

Goods sold or the services provided on the premises £110

 

Name and qualifications of the person carrying on such business or activity or supplying such goods or service £110

 

Advance directional signs (advertisements in the same locality of the business but not on the business premises £110

 

All other advertisements £385

 

Conditions

 

Variation or removal of a condition £170

 

Confirmation of compliance with conditions to a dwelling house £28 per request

Lawful development certificates

 

Where an application is for existing use, operation or activity in breach of a planning condition - the fee is the same as the equivalent planning application

 

Where the application is for proposed use or operational development - the fee is 50% of the equivalent planning application

 

Concessionary fees and exemptions

 

Access and facilities for disabled persons Nil

 

Applications for Parish Councils - Half the normal fee

 

Where permitted development rights have been removed Nil

 

Revised applications (made within 12 months of refusal) Nil

 

Listed Building/Conservation Area applications Nil

 

Other applications

 

Alternative applications for one site submitted on the same day by the same applicant - the highest fee plus half the fee for each alternative

 

Cross boundary applications planning applications within more than one Local Planning Authority - one fee payable to the Authority having the largest part of the site subject to a special ceiling

 

Reserved matters applications (where the applicants earlier reserved matters fees have incurred the total fee equivalent to that of a full application for the entire scheme) £385

 

Playing fields (for non-profit making clubs and organisations - this does not include applications to erect buildings) £385

 

Prior approval for agricultural buildings £80

 

Demolition of a building £80

 

Non material amendments

 

  • Householder application fee £28.00
  • All other cases fee £195.00

 

Minor material amendments 

 

No fee is required if the application is made by the original applicant and, within 12 months of the grant of Planning Permission, and only the first such application is free. If not the fee is £195.00.

 

Replacement permission subject to a new time limit

 

  • Householder application fee £57.00
  • A major development application fee £575.00
  • Any other case fee £195.00
