The West Pier – A key to the Future?

You may have been involved previously during a first consultation exercise carried out over the last couple of months or so and expressed a view about what you would like to see on the Pier in the future. If so, many thanks.

 

A public exhibition has attempted to translate as many of the comments so far received into a number of options around proposed zones on the Pier. You may recognise your input. If not, we can assure you that it has been considered and for good reasons been held in abeyance pending further consultation. If you haven't been involved before then welcome to the process. We would value your opinion about how the West Pier should be set out and the uses to which it should be put.
 
Three basic diagrammatic sketch options have been produced following comments previously received from a wide variety of interest groups and individuals: All options show zones or areas where buildings or activities might go. At this stage there are no detailed plans, but following this public consultation on the basic options, detailed plans will be prepared.
 

 
The Background
 
1. In mid-2006 the Borough Council concluded there was a need to look at the future of the West Pier.  The reason for this was that:
 
    a) the fishing industry is undergoing changes;
    b) the RNLI wish to redevelop;
    c) some buildings are under-utilised; and
    d) the overall environment of the Pier is in need of improvement.
 
2. In late 2006, the Council started a public consultation process with a view to encouraging a public debate on the future use of the West Pier.
 
3. The public consultation process which was based on a “blank sheet of paper” approach received much interest and many ideas for consideration were put forward.
 
4. At the end of the consultation period, all the views were collected together and analysed.  In general, there were a wide range of views put forward some of which were in conflict, others indicating a consensus.
 
5. Some members of the public suggested that there should be minimal changes to the Pier.  Others considered that there should be extensive redevelopment and change.
 

 
The Options 
 
1. To move the project forward a range of broad, diagrammatic options have been drawn up which attempt to reflect the views put forward, taking into account realistic and operational considerations.
 
2. The 3 options range from “do minimum” to “do a lot”.  The options are not definitive plans or blueprints.  At this stage, the options have not been costed and have only been prepared to encourage more public debate about the mix of uses.
 
3. The diagrammatic options show some buildings removed and others which could remain.  Various ideas about new facilities and uses are floated.  A provision for the fishing industry, the redevelopment of the RNLI, retention of public toilets and the inclusion of a public “plaza” or events space, a new café/restaurant, small sales outlets and parking for people working on the Pier, and pedestrian walkways, are all included in all the options.
 
All options include an events area or “Piazza”; a beach stage adjacent to the RNLI building; the basic footprint of the proposed new RNLI building (probably 2011); public toilets and new café – restaurant. There is room in some options for more uses. Should the Piazza be used for parking or not?

Public Meetings to discuss West Pier Proposals
 
If you would like to know more about this, there is a series of meetings which are to be held over the next few weeks, and these are listed below. Please feel free to come along.

  • 13 February 4.00pm : West Pier Tenants & Scarborough Harbour Users Group at the Town Hall, Scarborough. (not open to the general public)
  • 20 February 7.00pm : Town Team at the Royal Hotel, Scarborough.
 
The exhibition will run from 25 January to 25 March 2007 and so please let your friends and acquaintances know so that they too might contribute to this important initiative.
