Rural Housing Enabler

Scarborough and Ryedale Rural Housing Enabler Project
In partnership with Ryedale District Council, the Countryside Agency, Yorkshire Rural Community Council, the National Park, Home Housing and the County Council, we have commissioned the services of a Rural Housing Enabler.
 
The role of the Rural Enabler is to:
  • Engage with parish councils and rural communities
  • Work with Parish Councils, planners and RSL’s to identify potential sites for affordable housing development
  • Take a proactive approach to using the Council’s rural exceptions sites policy
  • Undertake Parish based housing needs studies
  • Raise the profile of rural housing issues
 
Since the inception of the project in January 2005, the Rural Enabler has been working closely with a number of Parish Councils and a number of potential rural housing schemes are now in the pipeline. He has also undertaken a programme of Parish based housing needs surveys.
 
One of the outcomes of the work undertaken by the Rural Enabler has been to kick start the use of the Rural Exceptions Policy within the Local Plan. The Rural Exceptions policy allows for small scale, affordable housing to be developed to meet a local need on sites within or on the edge of existing settlements that would not normally be considered acceptable for new housing development, where there is a proven local housing need. The Rural Enabler is actively looking for potential development sites that meet the criteria of this policy.
