Older Persons Bus Pass
A bus pass (or other travel concession) is available to local
citizens if they are aged *60 and over, they are physically
disabled, they have a learning difficulty or they would be refused
a driving licence under section 92 of the Road Traffic Act 1988.
Eligibility is automatic if the applicant is already in receipt of
other services as a result of their age/disability.
*As from 6 April 2010 there are some important changes that
will effect the qualifying criteria for an Older
Persons Bus Pass. The changes are being implemented by the
Government to ensure that the qualifying date for a Bus Pass
is in conjunction with the equalisation of State
Pension Award. Please see the attachments below for
frequently asked questions and the equalisation of State Pension
Award timetable.

Applying for a bus pass
Please print and complete the relevant application form.
Please supply the following, along with your
application:
- A recent passport size photograph. (Please print your
name and address on the back)
- Proof of address (example: a photocopy of a recent Council
Tax bill or utility bill)
- Proof of your age (example: a good photocopy of your birth
certificate or front cover of pension book)
- If you are disabled, you must also enclose a photocopy of your
Disability Living Allowance letter, or a photocopy of the first two
pages of your Disability Living Allowance book, or medical
evidence.
We also need to know under which of the below criteria
described under the heading 'Disability' best describes your
circumstances. The proof of benefit entitlement you supply must be
on recent correspondence and must show your ongoing entitlement to
the benefit.
- If you are applying for a companion to be included, you must
enclose proof that you are in receipt of Disability Living
Allowance with the Higher Rate Mobility Component / Higher Rate
Care Component, high rate attendance allowance or are registered
Blind or Partially Sighted.
The photograph and all supporting documentation will be
returned to you with your bus pass.

Whitby (Northern Area Office)
8.30am to 5.00pm Monday to Friday except Thursday when the
office opens at 9:30am to allow for staff training. (excludes
weekends and public holidays)
You do not need to bring a photo as you will be
photographed as part of the pass production process.
Concessionary Bus Passes
Scarborough Borough Council in partnership with other North
Yorkshire districts and the City of York introduced the statutory
minimum concessionary fares scheme in June 2001.
Eligible people get free off-peak travel on all local
buses anywhere in England.
The National Concessionary Pass is available to men and
women of 60 years and over, and disabled people of any
age who qualify under the categories listed in the
Transport Act 2000.
Bus pass holders also benefit from the local scheme
enhancements that enable them to travel on all buses
throughout North Yorkshire and York :
- after 9:00am on weekdays (whereas the basic statutory scheme
starts at 9:30am)
- with a companion, who also travels for free, if the passholder
is in receipt of the Disability Living Allowance with the Higher
Rate Mobility Component / Higher Rate Care Component, high rate
attendance allowance or are registered Blind or Partially
Sighted.
Replacement Passes
Replacement bus passes are usually issued free of charge,
however in some circumstances a charge of £7.50 may apply as
follows: -

Disability
A bus pass on disability grounds can be issued if any of the
following circumstances apply to the applicant:
- are blind or partially sighted,
- are profoundly or severely deaf,
- are without speech,
- have a disability, or have suffered an injury, which has a
substantial and long-term adverse effect on their ability to
walk,
- do not have arms or have long-term loss of the use of both
arms,
- have a learning disability, that is, a state of arrested or
incomplete development of mind which includes significant
impairment of intelligence and social functioning, or
- would be refused the grant of a licence to drive a motor
vehicle under section 92 of the Road Traffic Act 1988 (physical
fitness), otherwise than on the ground of persistent misuse of
drugs or alcohol;
AND whose sole or principal
residence is in the administrative area of one of the Issuing
Authorities.
Residency
People are entitled to a pass if they are 'normally resident'
in the Council's area.
The criteria to be used is that they have their main residence
or reside for the major part of the year in the Council's
area.
This follows the guidance from the Department of Transport and
our Consultant who state that the statutory concessionary fares
free scheme only applies to 'residents' and
is interpreted as being where people 'normally' live.
