Planning Applications - Do I Need Permission?

If you have never made a planning application before or need to check whether the development you are planning needs planning permission please refer to Do I Need Planning Permission which provides information on Permitted Development rights and when a planning application will be necessary.


Pre-Application Discussions

Scarborough Borough Council encourages people to enter into pre-application discussions with a Planning Officer prior to the formal submission of an application.  This allows you to confirm the scope of the information in the application, address whether the proposal may need to be amended to comply with the Council’s policies in the Development Plan and other Officer advice and seek a view on whether planning permission is likely to be granted.

Making a Planning Application

New planning application forms come into force on 6 April 2008.  We will not be able to accept 'old style' forms after  5 May 2008.  Alongside the new forms, revised fees and new rules on information submitted with an application (validation requirements) come into force.  For further information please use the links below.

 

Planning applications which can be submitted online via the Planning PortalThis link launches a page on an external website in a new window or in paper to the Planning Office cannot be processed without the correct form, fee and supporting information. Applicants are encouraged to check that they are submitting everything they need to prior to sending an application.  More information on each of these subjects is available from the links below.

 


Public Access - Viewing Planning Applications and Making Comments

Scarborough Borough Council publishes planning applications on the website via the Public Access system which allows users to search, select, view and submit comments on current planning applications to the Council via the Internet. It enables members of the public, councillors and other vested interest groups to interact with the planning process at a time and place that suits them.

 

Applicants and agents can use Public Access to track and monitor the progress of their application online. Applications will not appear online until they have been validated by the Council, which may take 2 or 3 days.

 

Drawings and documents which accompany applications have been published since August 2005.  We are currently working towards displaying decision notices on cases prior to this date. 

 


Planning Appeals

An appeal can be made against a planning decision if the application hasn't been decided within the specified time limits or ifyou don't agree with the decision or any conditions attached to that decision.  Details about appeal  can be viewed via the Public Access System.

Scarborough Borough Council works in partnership with the Planning Portal to provide services and information about the planning system.

 


Planning Enforcement

The Planning Enforcement pages provide information on Scarborough Borough Council's Enforcement Strategy, what we can do if soemone is doing something without planning permission or is in breach of a planning permission  and gives access to current Enforcement Registers.


Council Meetings - Planning

The Planning and Development Committee meets every three weeks and covers all areas of Scarborough Borough excluding those in the North York Moors National Park. 

 

 

Around 90% of all planning applications are decided under the Scheme of Delegation and will not go to a committee.  Details on whether a planning application will be 'delegated' or heard at committee can be viewed on the Public Access system.
